Plastic bags over the shoes make your feet colder in the long run unless it is pouring down rain the whole time. Below freezing, and in rain below 40°, MTB winter boots are the Only Thing. I use Lakes with SPD pedals. Perfect. They make them in up to a 50. Can be hard to find, though.
I find golfing in the snow suboptimal. Cross country skiing on the golf course, now that's living!

I tried plastic bags over my socks, inside my shoes, and I agree it didn't do much.
