^^^^^^ It's actually a decent bike going at an average price for the time. The seller is right up front about the broken handlebar.

I get wheels at the local used shop for about $20 wheel for front, $25 for a rear. Sometimes more, not very often less.

Other parts include Shimano Deore rear derailer, Suntour gear levers, Stronglight crank arms, and Panasonic tires. Front wheel has one broken spoke, and there is a lot of surface rust. Ride as is or tear it down and give it an overhaul. Either way, it’s a solid bike with vintage Italian parts."

I'm not a vintage guy or a flipper, but I think that's a beautiful frame. I balk a little at 27" wheels, but at least the rims are alloy not steel, and the brakes are sidepulls not centerpulls. Great brand new tires, but don't really vibe with the vintage feel, and at 27" you probably can't just throw them on another bike.
If you like the frame and can see yourself enjoying riding it with your DA components, then it's worth it to you.
I would go in with an offer of $300, just on principle assuming the seller has built in a CL price pad. Or maybe if you're not into the tires, offer $250 and he keeps the tires, maybe he has other 27" wheels he can use them on.
