I got lost last week and, after asking a motorist for directions, was directed on a 45mph semi-freeway (a couple free-flowing interchanges) without a rideable shoulder. I don't make a habit out of taking the lane, or for that matter riding roads that warrant lane taking, but it really wasn't as bad as I would have predicted.
So I'd say, try taking the lane (that's the right tire track for me) once or twice. If you wouldn't want to do it again, ride the sidewalk.

It's a short distance, look in your mirror, signal and take the lane. Be very obvious of your intentions. I agree that you should speak to your city/county officials. If there is a bikelane there, this may be an oversight on their part. They may fix the problem if you can get enough people to get on board with a movement to repair the road. You may even be able to get a local newspaper reporter to do a story on it if you try..
