For training? Girona. The town's great and well if it was good enough for some guy named Lance (and Tyler and Freddie and George) then it'd probably be good enough for you too.

And, compared to most of western Europe, Girona's relatively inexpensive.

For racing, everyone says Belgium.

Girona in Spain seems to come up a lot as a place where a lot of pros go to train. But aside from that I have no idea...

Here is a website that helps you to find amateur bike racing clubs in Europe. that might be a lead. Here is a club in the Pyrenees. Join a local race club, You'll have instant support and racers to compete against... Adjacent the Pyrenees. they can't be too woosy.
