The 32/28 combination was tolerable.
The 32/32 combination I used for RAGBRAI worked well.
The 32/35 combination was also good, but it barely clears the fenders.

The 47/38 combination on my Crosscut is nice for gravel riding. Dampens the chatter considerably. For winter I will be running a studded 35/35 set, presumably on the Crosscut.
But if I ditched the fenders and fitted larger tires on the Raleigh, I could consolidate down to a single bike.

I hardly ever benefit from fenders, removing them won't be a practical loss. Aesthetically they're the largest color contrast on an otherwise monochrome bike. I do want to rewrap the bars, and that could add some color back in...

Decisions, decisions!
I'm still running a 32/35 combination. Front is Continental Ride Tour (700x35 nominal). I've had success with this tire family in the past, but this one has picked up a bunch of sidewall cracking after just a few months (<500 miles). I'll probably switch back to the Schwalbe Marathon Greenguards next time I need tires.

Rear is still the same used tire that I got from the co-op at the beginning of this project. It's holding up well. Still looks better than the new Conti does!

Depending on what exactly is interfering, you might want to try these thin line brake pads:

If you are looking for replacements for your Dia Compe 981, you could look for something with a little vertical adjustment in the up and down direction. For example, the Deore XT BR-M732 has a little vertical slot so you can move the brake pad up and down. It also has toe adjustment and spring tension (ie. centering) adjustment on one side. These are all important adjustments for canti brakes.

I'm already using Koolstop thinline pads, but that isn't the problem I'm referring to. I'm talking about vertical adjustment. Getting the 981 centered on the rim involved more than just lowering the pads to the bottom of the vertical slot. I also have the arms swung as far outward as I can, which gets the smooth post a little bit lower. This produces a pad that is square to the brake surface and should work well...if the brass bushings weren't rocking loosely on their posts. But there's not much (any?) adjustment range to spare, so a smaller slot probably wouldn't work well.

Looking at pictures, the Deore XT BR-M732 appears to have a similar amount of adjustment, so it would probably be fine (though the center cable would be shorter). Thanks for the suggestion, that's exactly the sort of thing I'm looking for.
