Dia Compe Canti Help Request

Think they are 960 brakes. What is the proper orientation of the mounting washers?
Front had serrated side facing in, rear serrated facing out. Like this.

Serrations or teeth are usually facing away from the bolt to bite into whatever is being tightened down. It shouldn't matter too much either way.

The pictured installation looks familiar to me, I'm sure I've seen these brakes set up this way, though not sure if there is any rhyme or reason to it.

Seems to me that serrated surfaces shouldn't face the moving arm, as it's a wear point and also a possible pathway for contaminants.
