Seems to be comparable to a Miyata 1000. Univega made some nice bicycles. If the frame is good $40 is a deal. If the frame and components are good $40 is a steal. Now how about the stem and seatpost?

About the sizing: when I received the Peloton (having ordered it in 56 cm at a substantial employee discount), I discovered that it measured 56 center to center, not center to top. I called Schwinn and spoke to a rep, who denied that the size was measured c-to-c and stated flatly that all their bikes were measured center to top.
I told him to look in the then-current catalog, which specified that the measurement was c to c.
He put me on hold and then got back on the phone and apologized. He sent out a 54 for me and arranged to have our local rep pick up the 56.
So that Circuit is likely 58 c to c, which might explain why it looks so big.
